-- Although eminent domain should be used sparingly for promoting economic development, it can be an important tool of last resort. Despite the bad rap eminent domain has received, it may sometimes be the only way to overcome blight and stagnation. The new College Hill development(although eminient domain was never actually used) may be the best local evidence for keeping this tool available.
